I’m an award-winning executive manager with more than 30 years of experience in real property development and management, master planning, acquisition, design and construction, operations and maintenance, physical security, and building services. He is a results-oriented leader with a proven ability to efficiently establish new organizations and to turn around poorly performing organizations.

Since 2014, I’ve worked for Howard County, Maryland’s Department of Public Works as the Chief of Bureau of Facilities. In this position, I’m responsible for facility, land and lease acquisitions, capital construction of facilities, operations and maintenance of all county facilities, site and facility environmental remediation, and all master planning. I manage day-to-day operations and maintenance of 212 facilities that total 2.5 million square feet. I also have sole responsibility for developing and implementing the county’s annual $105 million capital budget and $17.5 million operating budget.

From 1999 to 2014, I worked for the National Cancer Institute’s Office of the Director as the Director of Office of Space and Facilities Management. In this position, my responsibilities included strategic long-range facility planning, site master planning and environmental studies, lease acquisition, procurement and management of design, construction renovation, operations and maintenance, minor construction using in-house forces, emergency maintenance, physical security, and Continuity of Operations Planning. I also had sole responsibility for developing and implementing an annual construction and operating budget of $127 million to support NCI’s nearly $5 billion annual operating budget.

From 1989 to 1999, I worked for the National Institutes of Health’s Design & Construction Branch as the Chief of the Architectural and Engineering Design Section. I turned around a poorly performing in-house architectural and engineering design section. by developing and adopting standard construction specifications, implementing a computer-aided drafted and design system, developing standard construction details, and implementing a R.S. Means Cost Estimating System.
