NCI Frederick Master Plan

The 68-acre National Cancer Institute Frederick site was transferred from the Army. The World War II vintage buildings could no longer support the technological and biological laboratory and bioinformatics needs of the NCI in 2007. I led my team in the programming, planning, scheduling, and estimating efforts for the transformation of the 4.2 million gross square feet site, estimated at over $2.2 billion. The master plan included complete site utility, parking, roads, and space planning for the planned 7,165 staff in a phased manner to accommodate the crowded site.

The first master plan completed for the site tripled the usable square feet from 1.3 million gross square feet to 4.2 million gross square feet and reduced the impervious surface to 45% from 57%, further emphasizing NCI’s commitment to a green campus. The completion of the master plan enabled NCI to lobby for and receive more than $250 million dollars in construction funding.
